Warning

There has been a series of thefts of garden equipment and ornaments in LA recently.

Today a youth knocked on a door in Manor Close Great Addington and asked to retrieve a frisbee from the rear garden – there was no frisbee. Another resident of Manor Close reports that their garden gate was opened during the night. Please be vigilant and report anything suspicious to www.northants.police.uk

Opportunities for residents of Great Addington to improve our environment

There will shortly be two opportunities for Great Addington residents to help maintain the environment of the village we live in. Please support either or both of these initiatives if you can.

Litter Picking, Sunday October 7th.

Building on the success of the litter picking evening earlier in the year members of staff from our local McDonald’s fast food outlet will meet Parish Councillors in the Hare & Hounds car park at 11 am on Sunday, October 7th for an Autumn Litter Pick. Please join us. Our aim is to collect litter from the gutters, pavements and verges within the parish boundaries. Equipment will be provided. All you need is suitable footwear and a desire to care for the appearance Great Addington presents to residents and visitors.

Churchyard Working Party, Saturday October 13th.

The older part of the churchyard in Great Addington is “Closed for Burials” and whilst it remains church property, is maintained by the Parish Council under Section 215 of The Local Government Act 1972. The newer part is still open for burials and is in the care of the church. A contractor is employed to mow the grass in both areas at regular intervals, but as time goes by the hedges, the ivy, self set saplings etc. encroach on the mown areas. The Parish Council and the Church Council have agreed to form a joint working party on Saturday 13th October from 9.30 am to 12.30 pm to fight back and reclaim ground lost to nature. Please join us – many hands make light work! Bring hand tools such as secateurs, rakes, shears, forks, but not electric power tools as the electricity supply is limited. Wear gloves and suitable footwear. With your help we can make All Saints’ churchyard, a prominent feature at the centre of our village, an attractive space for ourselves and for passers-by.

Transparency Code

The Transparency Code came into force in April 2015 and applies to all parish councils with a turnover below £25,000. The Transparency Code requires the publication of certain information on councils’ websites no later than 1 July in the year immediately following the accounting year to which it relates.  Please note that items which must be published such as expenditure over £100, the annual governance and accounting statements, the asset register and the internal audit report are on the Council’s website in public documents.  If you would like any other information that is not required to be published routinely, please contact the Clerk.

Northamptonshire County Council Public Consultations

Northamptonshire County Council is inviting local residents to ‘have their say’ this month on commissioning consultations relating to support for the Voluntary and Community Sector and the services of Healthwatch Northamptonshire, both from 2018 to 2021. The Council has not submitted formal representations to these consultations because it believes that residents are better placed to put forward their own views on the issues which affect them.

If you would like more information and/or wish to comment on either of these issues, please write to Engagement, Participation and Involvement Team, Northamptonshire County Council, One Angel Square, Angel Street, Northampton NN1 1ED, visit the website http://www3.northamptonshire.gov.uk/councilservices/council-and-democracy/have-your-say/Pages/current-consultations.aspx or send an e-mail to EPIT@northamptonshire.gov.uk before Friday 1 September 2017.

2017 Litter Pick

The Council would like to thank all those who helped to pick litter from the roadside last Thursday. The quantity we gathered was less than in previous years, so perhaps the message that we prefer it “clean and tidy” is getting through. We also thank Corby Borough Council for the loan of the Hi-viz vests and other equipment and Keir’s for coming to collect the bags of litter from the Hare & Hounds car park.

Women’s Cycle Race to Pass Through GA

The Biggest Women’s Cycling Race in the world will pass through Great Addington on 7th June this year around lunchtime.
It will be first leg of this year’s race which will start in Daventry between 10:30-11 and finish in Kettering between 2-3pm. The highlights of the race will be featured on ITV each day.
We don’t have the estimated timings yet but we do have the route which is attached.   There will be a programme of rolling road closures along the route for about 15-30 minutes before the riders come through, managed by the Police, so the local disruption should be minimal. It should also avoid key school times.
Approximately 120 of the best professional women cyclists in the world will enter Great Addington along Ringstead Road, round the corner at The Hare & Hounds to climb Main Street before turning left at the Church and along Cranford Road to General’s Corner and on to Finedon. If you can, please line the route through the village and give the riders a cheer and a wave.

Contract for Streetlight Refurb. Awarded

Faced with a 50% increase in energy costs and an ageing stock of street lighting units using hazardous materials GAPC have decided to upgrade all the lights in the village to LED units. Twenty five of the twenty six street lamps will be replaced – the exception being Unit No.21 in Cranford Road which will be disconnected and removed. The new units on either side will provide adequate illumination. After a competitive bidding process the contract has been awarded to Balfour Beatty (currently coming to the end of a major street lighting programme with Northants County Council). As part of the programme, reinforced concrete lighting columns, considered unsafe, will be replaced with galvanised steel columns. It’s expected that all the work will be completed by end March 2017.

The project will be completely funded by savings in electricity consumption and reduced maintenance requirement of the new units. The Council intends to borrow capital from Government sources at interest rates that will allow repayment in 20 years or less at a cost lower than the expected savings.

The village will have :-

Better light quality, particularly compared to the yellow sodium light from some existing units.

Lower energy bills.

A smaller carbon footprint.

Reduced maintenance and replacement costs.

No dependance on hazardous Sodium and Mercury.

Less night light pollution.

GAPC believe the current market situation and current cost of finance make this an ideal time to upgrade all the village street lights at the same time.

NCC Draft Budget and Council Plan for 2017/18 – Northamptonshire County Council would like to hear from as many people as possible

Today, Northamptonshire County Council has started a six week period of consultation around our Draft Budget and Council Plan for 2017-18.  As part of the consultation process, we would like to hear from as many people as possible during the consultation period. The consultation closes on Tuesday 24thJanuary 2017, with the results, and outcomes of the consultation period to be discussed at a Full Council meeting on Thursday 23rd February 2017.

As with the 2016-17 Draft Budget Consultation, this will again be a challenging budget. At a time of rapidly increasing demand for county council services, and reduced income from central government, the county council will need to make further tough choices. At this point in time, though, it is important to stress that none of the Draft Budget proposals are set in stone. As such, we really would value hearing the views and opinions of anyone with an interest in these proposals.

Interested consultees will be able to submit consultation feedback through a variety of different channels. Consultees can:

  • Visit the Draft Budget and Council Plan Consultation webpage, and/or complete an online survey: www.northamptonshire.gov.uk/draftbudget
  • See a more detailed overview of this consultation on the county council’s central Consultation Register, and channels for sending consultation responses at:

www.northamptonshire.gov.uk/en/councilservices/Council/consultations/Pages/register.aspx

  • Email consultation feedback directly to: consult@northamptonshire.gov.uk
  • Send written consultation feedback to: Draft Budget and Council Plan Consultation, Northamptonshire County Council, County Hall, Northampton, NN1 1DN.
  • Use social media: Tweet @mycountycouncil or post comments on the county council’s Facebook page.
  • Use the Draft Budget toolkit (available on the Draft Budget webpage) to hold their own discussions, which can then be emailed or posted back to us. This may be particularly useful for Customer and service user groups, who can hold their own discussions and focus on the issues that are most important to them.
  • Sign or submit a petition or e-petition

In addition to these channels of consultation, local people and organisations are invited to take part in Budget Scrutiny meetings. Scrutiny involves councillors reviewing the draft budget proposals, looking at their aims and how delivering these may affect Council services. Members of the public and representatives of community groups can contribute to budget scrutiny by giving councillors their views about which proposals they should scrutinise, and about how particular budget proposals may affect services.

There will be an opportunity for members of the public to give their views about which budget proposals councillors should select for scrutiny, at a meeting of the Council’s Budget Scrutiny Working Group on Monday 19th December 2016 at12.15pm in the Council Chamber at County Hall.  After this, further meetings are scheduled for early January 2016 to scrutinise selected budget proposals relating to the following council service areas:

  • Tuesday 3rd January at 12.00am in the Blue Room at County Hall, Northampton – this meeting will focus on environment, planning and transport
  • Wednesday 4th January at 4.00pm in the Blue Room – this meeting will focus on children, families and education services
  • Thursday 5th January at 12.00pm in the Blue Room – this meeting will focus on adult social care services
  • Friday 6th January at 12.00pm in the Blue Room – this meeting will focus on adults’ and children’s  health and wellbeing matters

Members of the public or organisations are welcome to speak at any of these meetings. People wishing to speak are asked to give advance notice to assist with managing the meetings: please email 48 hours in advance of the particular meeting that you wish to attend giving your name and address and the point you wish to raise.

If you would like to attend and speak at any of the Budget Scrutiny Working Group meetings listed above, or if you want any further information about the budget scrutiny process, please email: Democraticsupport@northamptonshire.gov.uk

We very much hope to hear from you as part of the consultation process.
